This
project is the companion to the FY99 ITS Treasure Valley Deployment
project listed above.
The
main focus of this project is to find a vender to procure and install a
fully functional Advanced Transportation Management System (ATMS) control
package which contains all required functionality to integrate the ITS
devices installed on I-84 & I-184. This ATMS package will allow all
ITS devices deployed in the Treasure Valley to be controlled under a
single software environment. ACHD is hoping to find an off-the-shelf
software package that can be easily adapted for a small-medium sized
metropolitan area such as the Treasure Valley.
This
ATMS software will include items such as CCTV control, CMS control,
Traffic Detector Station control, incident detection, incident tracking
and management, event tracking and logging and system wide graphical
mapping.

- The
Treasure Valley area is home to approximately 400,000 people in
the major cities of Boise, Garden City, Meridian, Eagle, Nampa and
Caldwell in Ada and Canyon Counties.

- This
regional area has experienced enormous population growth in the
past ten years, which has stressed the limits of the
transportation infrastructure. In the past 6 years, the daily
traffic volumes on I-84 linking Ada and Canyon Counties increased
nearly 50% and travel time to and from work has significantly
increased due to higher traffic volumes and increased accidents.
Recent population projections for Ada and canyon Counties indicate
an increase of an additional 25% from 1998 to 2005.

- Realizing
a need to maximize efficiency of the existing transportation
system, the leadership of the Treasure Valley commissioned a study
in 1997 to explore the potential of using ITS to enhance and
improve Treasure Valley transportation systems. The primary goal
of a Phase I study was to initiate ITS awareness and to begin the
process
to evaluate these advanced technology approaches. This was
accomplished by gaining support and active participation of 18
regional transportation agencies. It quickly became apparent to
the Treasure Valley ITS Committee that:

There are many potential
ITS applications that directly addressed the Treasure Valley
Transportation needs,

The majority were needed within five years, and
- s
The need to continue ITS planning is essential to ensure a
coordinated, integrated deployment of ITS systems.

- With
the completion of the Phase I ITS study, this FY99 Treasure Valley
ITS Deployment Project was developed. This is an aggressive
project that will design and install ITS devices on the Treasure
Valley freeway system and develop a 20yr Treasure Valley ITS plan
and incident management plan.

- The
work to be undertaken in this project consists of 6 specific
tasks. The work will be funded through a combination of State
earmarked ITS integration funds, CMAQ funds and local agency
funds. The specific tasks include:
- Develop
a Phase II ITS 20yr Plan for the Treasure Valley. (completed)
- Develop
an incident management operations plan for I-84 & I-184. (completed)
- Develop
a CCTV, vehicle detection and communications design for I-84/ I-184. (completed)
- Deploy
the components in Task 3 at 7 interchange locations on I-84.
