Background
Each agency has a different “investment” strategy.  Some investments are targeted by policy concerns such as system preservation, mobility, economic development or environmental considerations.  Others are based on political or geographical limitations – population allocation, rural vs. urban, lane miles, etc.  ITS could have separate funding as a system operations or an environmental strategy.  Or, it could also be programmatically funded, integrating as needed into the main stream (bricks and motor) projects or as standalone projects. 

Overview
This webinar will look at how to best analyze and present your ITS project depending on the political and local environment you face. 

ITS projects and programs have a lot of offer your agency. However, many decision makers don't understand what ITS can do for them or how ITS fits into their broader investment goals and funding strategies. We need to understand what the decision maker is trying to accomplish and then tailor our proposal to that decision maker to increase their understanding of why ITS is part of the solution to their problem.

In addition, the emerging concept of ITS warrants will be introduced.  The premise of the warrants is to help in the deployment decision process when traditional cost/benefit analyses are just not possible.

John Muscatell, URS Corporation
John Muscatell, PE, PTOE, has 31 years of experience in the transportation industry with 24 years in the public sector and seven years in consulting.  Most of his public sector work was in traffic engineering positions with the Colorado Department of Transportation. His experience includes planning, operating, and maintaining CDOT’s Denver district ramp metering system and HOV lane, managing CDOT’s courtesy patrol, and managing CDOT’s ITS Branch including the statewide traffic management center.  He was the program manager for the Colorado “shared resources” effort that developed a public private partnership with a telecommunication firm to install fiber optics in interstate rights of way. John also coordinated the initial planning effort of six agencies to convert the I-25 HOV lane to an HOT lane. As a consultant, he has managed the update of ITS strategic plans and regional architectures for Colorado as well as designing ITS elements on a seven-mile stretch of freeway in Texas.  John currently represents Colorado as a Senator on the ITS Rocky Mountain Board of Directors.

Dean Deeter, Athey Creek Consultants
Dean Deeter is the principal at Athey Creek Consultants.  Beginning in 2006, Athey Creek was founded to bring the benefits of more than 15 years of real-world ITS deployment experiences to public sector clients.  Dean has most recently spent the last two years working on a project to develop ITS warrants in conjunction with the ENTERPRISE member agencies.
